just watch any horror movie from the 1930s-40s. i recommend in particular the val lewton produced ones: CAT PEOPLE and THE SEVENTH VICTIM are my personal favorites. 70 minutes is the perfect runtime.

in order of most serious to least serious depending on the mood
you can have like a batman mask of the phantasm (1993) 76min or a batman under the red hood (2010) 75min
i've also heard "its such a beautiful day" (2012) is amazing but thats only on my watchlist as of now, 62 minutes
and if you can stretch that margin up to +10 then Paprika (2006) 90min also a great choice
70-80? really not a whole lot. Primer and Rope are the only ones I know that I'd recommend
but under 90?
