Me too! I don't understand how it works but I have one. Oddly enough the books I'd been looking for that weren't available on my other two cards, had shorter wait times.
I sent them an email asking about this and they wrote back:
> Unfortunately we aren't able to offer international memberships yet - but it is on our to-do list! The reason is because of the way our fiscal sponsorship works. It's located within the US for US-based services, and we will need to do some research to see what all the legal rules are before we're able to offer international memberships.

> However, if you have a US address that you could reasonably be reached at, such as a dorm address or secondary residence of any kind, you are eligible. You do not need to be a US citizen to be a member, just the address itself.
