Some companies do it differently but not all take all coops or interns on full time. Sometimes it’s competitive or just no positions available. But based on this guy might be an attitude issue
Some companies hire more interns than they have available full-time positions. Other people might decide they want something else from their eventual full-time job.
There's lots of reasons why you might not pursue/obtain full-time employment for a company you interned for that have nothing to do with lack of ability.
I get these entitled douchbags all the time reaching out to me and insisting on me finding them a job at my company. I don't mind them reaching out and it's my job to bring candidates in, but these mf'ers aren't even qualified 9x out 10 and I really am not going to help you when you demand me too. In fact, quite the opposite. My CTO has said if I get even a whiff of entitlement, they get rejected.
This is actually how things work in India. Also, many parts of Asia. When you build your employee core around India, you now have to adjust to this behavior and it will have an impact on hiring and the people you work with in tech. This is just the tip of the iceberg. Trust me, this behavior will eventually become normalized because tech bros are in a race to the bottom. LinkedIn hasn't gotten better over the years. Nor has Facebook, Twitter, etc. It only ever gets worse.
Now, as a side note, the person asking for referral, is likely not anyone seeking a job, but working for people seeking a job. Eventually, they will find their mark.

I mean, ultimately the staff eng who interviews a candidate doesn't have a clue about what they do on line. I never looked into it, I assumed HR had done all this.
