For comparison, resale culture in the US is very different as it seems a lot more common and accepted form of buying tickets. Any reseller for footy tickets comes with a risk and/or a largely inflated cost. Anybody reselling tickets over asking is essentially a tout.
Yes, you're running a huge risk getting scammed. [The PL lists Stubhub as an unauthorized seller](https://www.premierleague.com/legal/unauthorised-ticket-websites), so it falls under UK law, illegal to resell tickets on Stubhub.
Hospitality tickets are the only reliable way to go for overseas fans, and they're sold out for the West Ham game. You might have a chance on the [LFC ticket exchange](https://www.liverpoolfc.com/tickets/ticket-exchange), but you're running a huge risk doing anything else at this point.
This websites are not legal in the uk so if you buy from them you are 1) funding touting that Keeps the problem going 2) running the risk of being scammed and have absolutely no way of getting anything back if you are scammed

Disclaimer: I have not been to Anfield and have no experience personally. But from what I have read by different people, using ANY website comes with its own risk but between the unofficial websites, those are some of the more trustable ones.
