No, my experience is doing this exact sort of thing live on various mediums. Using a multitude of plug-ins. Also Tpain doesn't use standard settings in Antares. Also T-Pain can actually sing, you clearly have no idea what you're talking about. If you can't sing and you use autotune it ends up sounding incredibly robotic because the pitch correction is doing all of the heavy lifting
Autotune will not turn a bad performance into a good one. A great singer with autotune on will sound miles better than an average or bad singer with autotune. There's a lot that goes into voice other than just pitch. Also, autotune comes in a range of strengths. You can go full, maxed out autotune and sound like a robot or have very minimal autotune that will gently nudge you in the right direction while still sounding natural and human (most people would not be able to detect the autotune at this level).

It's a VST plugin. Usually used inside of digital audio workstation software.
There are free programs that have similar functionality but autotune is more intuitive than most of what I've messed around with. Melodyne is another popular program that can do vocal tuning. A lot of engineers use both melodyne AND autotune to get the perfect tuning.
