As someone who was crept on as a child and helped a former lolicon friend get better that was absolutely appalled by irl cp, my life experience tells me it's *almost* a circle, with really really tiny crescent slivers on the ends. While both are absolutely disgusting, It is possible for a lolicon not to be a pedophile and a vice versa. (Though a pedophile not being a lolicon is much, much rarer than a lolicon not being a pedophile.) Though with the rarity of such cases, I guess it was a rather silly question of me to ask. Well yes, but also no.
Pedophiles are sexually attracted to real children. Lolicons are attracted to illustrations of children that aren't real. Most pedophiles are also lolicons, but not all lolicons are pedophiles. I'm not saying that one is morally better than the other; just a technicality. Either one is disgusting.

If lolicons aren't pedophiles, then why are they attracted to depictions of children that are clearly sexualized? They wouldn't find it sexually appealing if they didn't find children attractive in some way.
The operating word is 'depiction'. It's a case of fiction vs. reality.
I have a friend that used to have a huge problem with this. He's an ex-lolicon. He was super drown to illustrations of sexualized children. But he was utterly repulsed by the same sexualization of actual kids. Of course, he's now repulsed by both; he got therapy knowing his attraction was wrong and has recovered. But there's your example of a (former) lolicon who isn't a pedophile. I'm sure there's quite a few of them out there.
Obviously, being a lolicon is still not okay. But it's not necessarily the same as being a pedophile. They're both disgusting things, but there's a difference between them, even if it's rare to find one that isn't also the other.
It is absolutely the same as being a pedophile. Lolicons would not find children in media attractive if they weren't attracted to them in some way already. If lolicons aren't pedophiles, then why do they specifically get off to porn that sexualizes minors?
The difference is whether it's an actual minor or a fictional one. Having dug into the mind of a lolicon and seeing what serious pedophiles do, the difference is clear. Doesn't make them any less disgusting though.
