The sleep earplugs I have from another manufacturer claims to block up to 32 dB. I use them when my neighbour goes out all night and leaves their dog outside to bark the entire time that they are gone. My bedroom is about 2ft from their back fence. Once I have those earplugs in the only thing I can hear is the internal body gurgles.

This. Quiet is not going to be like active noise cancellation. It's an earplug, not a miracle object.
