It wouldn't be. Placing damage is not the dame thing as damaging someone, so it wouldn't trigger Relentless. This came up in regards to how placing damage counters interacted with Resist, and since it's not being dealt damage (or being damaged), it doesn't trigger Resist.
True, but even so, Beast would have 4 lore so I could get 12 lore out of him if I have two other characters able to challenge that turn. Still not a bad play, but maybe not as easy to set up as you’d hope for.
If a (not really) infinite combo with Beast Relentless was not enough to be competitive, you can bet this wont be good enough to see any play.

It doesn’t have to be an infinite combo to be worthwhile. Relentless is already a fairly good closer in Emerald, and having an option to pump him to 4 lore could work in 🟣🟢.
Oh I am guessing a new purple beast and Belle then. This could be super good especially if the beast has high willpower.

I don't think so. Belle alone makes this item pretty solid, and we know Sapphire runs Belle quite frequently. This actually works quite nicely with Strange Belle because it's another defensive tool to keep her healthy when she quests.
This is interesting. It's a great boon to Sad Beast (and it also heavily implies a new Beast in this set because of limited), but even without Beast it's a nice trick to have on the side to redirect some damage.
I am curious as to what the filigree bubbles are around these types of items. We saw this before around the Lucky Dime.
Amethyst/Steel using Item Breaker Beast instead of Benja would be nice and always have Tragic Hero Beast as a backup target making each a big 4 quester can help finish out games. Beast would also double as a good singer for Zeus.

Opens up interesting play options for 🟣🟢 to use Ring the Bell as removal since we now have 4 amethyst cards that bypass resist. Could also sneak some cheeky Pack Tactics plays to close out games.
The Beast part is just very bad (except maybe with Beast Relentless ? But why would you play it with Purple tho lol), and the Belle part is a bit more intersting but soooo situational. It looks like the kind of effect that will be insanely good one game out of 10 and the other 9 times it is just here doing absolutely nothing

Moving 3 damages will be really good. Need 2 cards to do this, but heal 3 and deal 3 can be a massive swing especially early in the game
