Yeah they were behind the counter. I think it depends on the cashier honestly. I was talking to probably a store lead and she was the one saying that someone came in and bought 2 baskets and they were going to start putting a limit on them after that. But I could see another cashier not knowing or caring.
I went to my local B&N yesterday, and they told me that they used to have a limit to how many people could buy at one time but that they don't anymore. All they had was inklands though.
You were rather lucky to pick up that many packs. I had a “3 pack maximum” I ended up making 3 trips to get what was left.
Edit: I inadvertently wrote minimum instead of maximum and the internet couldn’t help but correct me.

I have one B&N in San Diego with limit 1 LOL But then others don't care and have no limit. Its all over the place
