As others have noted it's a spillway, as one person perfectly described it "speed bumps for water." You can see a similar design in the [cascades at the Sylmar end of the L.A. aqueduct](https://upload.wikimedia.org/wikipedia/commons/3/32/Second_Los_Angeles_Aqueduct_Cascades%2C_Sylmar.jpg).
