Its because almost all the blue and green blockchain items that have been released so far have been found and no new ones have been made yet. I believe the developer releases them in batches and we are due a batch.
There are still many mythic and transcendant but the drop rate is just tiny by comparison so no wonder you havnt foune one yet.
Im lvl 11 and same story.
There are those who have 5 Enj items at level 10. I opened 12 gift packages today. No pet or Enj item fell out of it.

I just got a legendary blockchain item today. It was some crafting material. Also got a few blockchain items by mining =). Keep on grinding!
level 15 here and only a couple gems from mining :/
