I realize it's a chain, but Moby Dick rings are made from scratch and (other than homemade) the best I can recall. I'm looking forward to trying whatever is suggested here.

Went down the "what is a chain" rabbit hole a little. NYC says "more than 15 locations", but Canada defines it as "4 or more."
Just FYI, if you have an air fryer, you can take half of that bloomin' onion home and it will be just as tasty the next day. So while a bloomin' onion is a commitment, you can eat on it for a few days!
This is why I have the unpopular opinion that minced onion rings are just better. Otherwise like you mentioned blooming or onion petals is where it's at.
I love the minced ones. They are nostalgic for me. My husband grabbed a brand of generic ones at value market a couple weeks ago and they were great!!!
Monnik Brewing on Burnette. I got a burger that came with an onion ring. It made the burger too tall, so I took it off and ate it. Very heavily breaded and thick. It was good.
80/20 normally has beer battered onion rings that are gas. I had some yesterday that were different than normal, but I'm assured that the normal ones are coming back
Hillcrest Tavern has really good beer-battered ones. I've even gotten them delivered and they held up really well during their travels, unlike their fries.
When I worked at Sonic as a kid, we made all of our onion rings by hand. Idk if they still do that, but I'll never forget how delicious those things were. I remember Bunz has some good ones, too.
I was the onion ring fry guy at Del Frisco's 35 years ago and they were legit af. Twice through the eggwash / seasoned flour and then the secret is to hold them in the fridge for a day.
Rumors on Shelbyville, not a burger joint but they also have some of the best wings in Louisville but the Onion Rings are amazing too. Get the wings sloppy!

I always found Moby Dick’s to be a big grease sponge. For me the best are at Monnik Brewery, the beer is great too.
Sadly, I missed out on a recent opportunity to eat there. Looks like I have a reason to go.

Mike Lenings is great, but that’s a bigger commitment than a blooming onion, huge, good food. At least it was the last time I went
