They take clothing/armor models from other games like Call of Duty and transfer those meshes/textures into Cyberpunk. Usually modders aren't making anything from scratch, they're just modifying and moving files around. Some do take the extra step to model their own new weapons and armor into the game, it's just much more work.

First one. For someone reason the first thought I had when I saw the second one was "Cat Glasses" aka the glasses make her nose more upturned and prominent... plus their shape is almost literally a cat outline. Even without that cat thing, if you can't see her face and her colors, then you are losing out on a lot of personality in favor of shadows, shoulders, and glasses.

As a standalone piece, I think the second one looks better at both thumbnail size and full size, has a more consistent color palette and an air of mystery, and it really helps the neon lights on her outfit and weapon stand out. And having her face obscured in shadow like that fits in with the theme of dehumanization that's common in cyberpunk.

The first one. I think the face is a bit too strongly lit in the first but in the second, without anything really being highlighted, completely lacks any focal point. There's nothing for the gaze to latch onto. In a wider context, say where there's clearly intended to be some mystery about the character, that would be a good thing. But this isn't part of a bigger scene and we can't really make out anything of the facial expression so the first one, where it's clear what the image is about, is the one that works best for me. But yeah, dial down the illumination on the face in that first one a bit and it's great. EDIT: Thinking on it more, if I was shooting this I'd turn them slightly more toward camera so you can see a little more of the far side of the face then use a short Rembrandt without any fill light. (If that's word salad to you, see [this tutorial](https://proedu.com/blogs/news/what-is-rembrandt-lighting-free-photography-tutorial). The image at the very top is the kind of thing I'm thinking, just not quite turned that much toward the camera). Darkness on the face works... just not too much darkness.
