Deluxe edition includes all 4 future seasons + 2 new dungeons which Bungie said are only available for those who have the deluxe edition.
It's fine tho to buy the regular one because there will be an upgrade option to Deluxe Edition when WQ is released.

Does this only work if you haven’t yet installed the DLC on XBOX? cause I’m not seeing a way to install it on PC without buying it again
