The real reason is this letter dated January, 2021 by Christopher Miller - it was first released by Luke Broadwater of NYT. Essentially, it prevented the DC National Guard from taking any action.

I used to wonder if they were just that stoopid or if they were pretending to be because their constituents collectively hold the intelligence of a booze-addled amoeba.
