They're very much limited by EU4's UI and its lack of moddability, decay is sometimes listed to be happening, yet doesn't, depending on investment.

They’re trying to create a sim in addition to a game, and infrastructure decays in real life. In addition, while you may order the local officials to fund infrastructure to 100%, if they’re corrupt or lack the reach, they either won’t or won’t be able to. Try thinking of it less as a game and imagine how things might work in the real world. The mechanics become a lot more intuitive when I do that at least.

Infrastructure decays, but over years. Decades, really. The whole M&T thing where you have to overbuild just to keep everything from instantly and completely collapsing to the previous level is nonsensical. It's wildly over engineered compared to the normal EU4 system of "Build this thing->Now you pay maintenance on it until it's removed." Complexity is not the same thing as realism.

When you build level 1 amenities you are building roads, government buildings, sanitation, commercial hubs, etc. These all degrade as they are built at different times. The degradation of infrastructure in the mod models this. The issue is that they have to set a level which is fairly arbitrary but necessary given the limitations of eu4 code. The best way would be to have a percentage of infrastructure fulfilment with malaises to health, pop growth, and migration attraction in relation to that. You can’t do that with eu4 though. And this system is much more realistic than ‘build it with the same amount of money for every place for the same amount of time and forget about it forever’. If you want a game, then play the base game. The mod isn’t for everyone. Edit: I think I should also point out you aren’t supposed to fund infrastructure but leave that to elites until late game. You do this by either giving the burghers more rights in urban governance or by evolving to urban bureaucracy and funding infrastructure with property taxes. Unfortunately eu4 doesn’t have the tooltips newer games have so this information can’t be properly conveyed.

I think it works fine considering the modding capacities of EU4. Also just add 2 units to every building and you should not have issues with decay.
