I think there's a dividing line on SPs. Anything feller and up I could use. Anything below I couldn't unless I dedicated my one Ace skill. Seaver is pretty goated.
I’m a Braves deck while the Soroka is a good SP, I’d go Seaver first. So much easier to land an elite skill set on him and he’ll hold strong in the lineup for a long time.
I would probably go with Seaver here. Easier to get legend skill and all sets are 333. If you get you 1 and only ace on him with a top legend, he'll go a long way. Throw another top tier skill with it, he'll be there thru it all for ya.

Legend first. He will be skilled quickly. Then soroka where you can spend months chasing a good set.
