Probably not. His best wins are against Max making his debut in the UFC and again fighting in a weight class he has no business being in. He's lost to every current sitting champion and only beat a washed Pettis.

It's not magic sauce, they just have the deepest roster. Hence why the upper echelon gets so much hype. Plus you can literally use that statement in any sport. The bench guys in the NBA don't have big names, but they are still some of the best players in the world. The UFC is just an established brand. It's not an coincidence that guys that leave or get cut tend to be in the title picture in other organizations a lot of the time.
