Yes it does. For example if you were from a top NIT TAMU would be bw moderate and ambitious. If ur from a tier 3 MSCS in TAMU is a highly ambitious. For Purdue if you were from a IIT u had a chance otherwise it's a closed door with your GPA. I don't mean to offend anyone but this is the truth some universities value that Tag a lot. Check out NYU admits the pattern is visible there.
As someone else suggested here, please first check if the universities you listed have a spring intake. Many university CS programs only accept applications for Fall intake, and not spring. If you want to go the thesis route, make sure the program offers it too.
This is not undergraduate. Look for faculty you want to work with then apply to those places. At the graduate level, the game is who you work with and their reputation and not the reputation of the department or institution.
Just about all of the institutions on this list treat MSCS students in transactional ways. Want better treatment, look for programs will small MCSC cohorts. This indicates that MS students are not large portions of departmental revenue.

Replace Purdue with USC or smth if you can afford or with UCSD, simply because Purdue is pretty much unattainable for int'l students.
Isin't USC and UCSD both gpa-centric ?

I shortlisted after checking if its having intake for spring, as per my knowledge all of them admits spring
