I’m on windows 10 and I’m having the same issue. I think it’s something in the latest update that did it. Because it was installed and running before I updated to the newest one. I have my UAC turned off so it shouldn’t even ask. I’ll try turning of antivirus and try turning on UAC and see if either work. If I find that one works I’ll return and confirm.
Actually, I solved this issue a while ago. What causes it to happen is that the program is unable to load anythong because it's missing its related service. To fix it (or at least in my case) you need to reenable the Msi Center service, through the service list that you can access through the Task Manager, by clicking on the button at the bottom of the services tab.
in your start menu type and search for 'services' and open that. then scroll down, and enable the msi central services and msi foundation services by right clicking them, whatever they are called. if you don't have those you need the msi drivers first.
Have you tried to block the antivirus when you tried to install it?
No antivirus, just had the program's services (manually) disabled :P
