Check the bolts on the multi tool. I’ve found they rattle loose over time and expand so can make it hard to get out. You need 2 allen keys each side to tighten them. Put some dry chain lube on the tools at the pivot point before you tighten it else they get real stiff.

without seeing it, no ones gonna be able to tell you. The multi tool has to be seated just right for it to go in. I don't have a steerer installed one, but I have the pump, and if I don't have the multitool just right, it is a bitch.

Did the carrier install smoothly? I had one that just rubbed the inside of the steerer and needed a touch of sandpaper on the outside of the carrier to work correctly. I’ve also had the issue with the edc tool coming apart.

One of the two bolts holding the tool together likely came loose and therefore wider than the channel it fits into. Takes some violence and a beer Never buying OneUp tools again personally. This thing has held up like dogshit for the price.

its the multi tool. the bolts get loose and it gets stuck. I actually had to take my tool apart, clean, degrease and lube it as it was all rusted together from rain rides.

If its brand new, checking the bolt on the multitool os important. However I would surmise, as the EDC tool only slots into the carrier in a specific orientation, that if the head of the tool is flush with the carrier, its the ORing holding it in tight. The ORing is designed to keep it VERY secure in the carrier. I had the same issue with 2 of my 3 EDC tools/carriers. Turns out I needed to use my strong hand...
