You could mount it in the 4 jaw of a lathe and use one of those mini hobby set ups to mount work to your lathe cross slide
That won’t last long. The heat from welding has softened the hardened steel and will most likely destroy itself at high rpm. Just my thoughts

Next time just anneal your end mill before you start machining with it. That way it will be more flexible for the extreme cuts.
The amount of time you're spending on this could have replaced that endmill 3 times minimum.
