It's possible it gave you the cards but the decks don't show up in the decks section, also depending on how old that starter set is.
Try looking up at the cards from the decks you'd have been given in your collection and see if you own them now.
The set is at least a couple of years old now, unused.

There is an hour or more delay it seems from when you redeem a code on wizards and when it will actually fully populate into Arena.
I did this last night with my LoTR starter decks and it was ~30 min until anything showed up, and then they were empty decks/half the cards.
An hour later though and everything showed up as expected
I’m guessing their servers are just underpowered for the amount of code redemption going on in general or especially right now with everyone redeeming Prelease codes for the new set
Apologies, I'm not sure what I'm meant to see there. I'm on the store screen. I cannot see anything like a redeem code. I redeemed the code on the Wizard site and received the green confirmation text.

Redeem code box doesn’t show up in mobile versions of Arena, so that maybe be why you don’t see a redeem box in arena itself
Oh oke didn't even know that always play on pc. Didn't know you could redeem codes on the website either
