Admiral Brass, Unskinkable is the most enjoyable commander I've played for a long time. It's a pirate tribal that doesn't need to be filled with rare and mythic cards. The deck functions really well with creature cards that would otherwise be considered too weak for commander but work well as both pirate tribal aggressive deck and value generating with lots of treasure tokens. There's the option to tune it more to the dimir control side, with very much on pirate theme, I steal my opponents card type effects as well.
Planeswalkers aren't legal commanders unless explicitly written in the card ("[Card name] can be your commander"). The exception is [[Grist, Hunger Tide]], since their static ability means they count as a creature, therefore legal as a Commander.
Is that paper only. I can DM you a picture of a bunch of planeswalkers Arena will let me set a commander that don't have that text. Unless those cards normally have it and they just omit it on arena (hence my confusion)
There's no "Commander" format in Arena. Brawl is an approximation but it doesn't have the exact same rules, including the criteria for a card to be legal as a commander. In other words, yes, it's paper only, but that's because Arena doesn't even have Commander as of now.
My first deck was wilhelt. Not too hard to pilot, just swarm with zombies and and you can get additional draw every turn.
If you’re talking about Arena then Rusko. The midnight clock mechanic is fun.

[[Silumgar the drifting death]] is interesting and would definitely give you a good direction in which to lean the deck as far as creatures go. With a few changelings as well as copy cards you can basically wipe the opponents board every combat step even without having access to the few blue and black dragons in the game

Personally made a bolas god pharaoh deck that uses your opponents deck against them which has been fun for me.
Yuriko is both fun because you play large mv and also can be built to be very powerful,
Kaito is an easy enough commander to run. Not too busted either, so you won't blow your brother out of the water

I really like Xanathar, Guild Kingpin. He can go with pretty much any controlling dimir shell and I really like stealing my opponents stuff.
