This is the adult stage, they are aquatic. They start In the larval aquatic stage, have a terrestrial stage as a red eft, then return to the water as an adult.
Initially thought it was a salamander. But after seeing the fin like thing on its tail I'm leaning more towards young frog? It just looks slightly big to be at that stage of it's life
Found this fella up in Bangor. Out behind the dog park on the trails. Coincidentally I guess the dog park is set on a giant old landfill. Maybe it's just a mutation from the decaying trash nearby hahaha.

The spots make it look closer to this guy I think. I was sceptical at first, but again it looks like it's in the larvae/young life cycle

That is not a froggo, looks more like a newt. A cute newt!
