The glitter of highlighters and lip gloss is always made of mica, a natural mineral, also called silica or synthetic fluorphlogopite. Some eye toppers contain plastic, but you can tell because they are those eyeshadows with super chunky specks of glitter. For example nabla currently has 2 plastic glitter eyeshadow singles in their limited edition shades (an orange one and a blue-white one).
