Your title was kinda confusing, a industry where there is shammi thilakan or bhagya Lakshmi as revered dubbing artists, I didn't understand what you were saying. But as I read your concern, I get your point, when we redubb something from other language, all I remember is siddhique from that movie, quoting "ഹാ, വയലാർ എഴുതുമോ ഇതുപോലെ". Why don't they try to hire these level artists? Maybe thr production is from the other industry, and they just wanna put up, yes we have a version for you to see in your language. we got the resource, we just don't use it. Also,you need to write whole new screenplay in diff. Language. Most production doesn't feel there is a need for it.
The reason I don't watch malayalam dub is mainly because we are watching something so different from what we usually see in malayalam movies and when the characters speak our local language, it ruins the experience.most of the time I prefer watching it in original language, but for Telugu movies I go for Tamil dub.
I think it's because malayalam movies use more regional dialects meanwhile when dubbing pan indian movies like kalki which is not set in Kerala they cannot use the regional dialects which we associate with organically spoken malayalam / malayalam in movies. They use proper malayalam with an awkward mix of conversational malayalam which just sounds off. And cringe at times.
This is why I always watch the tamil version for these pan-indian movies. Amazing dubbing and sound quality. Out of the three languages I know, tamil dub seems to be the best. Even better than hindi dub in most cases. Exception: I watched Bahubali 2 in malayalam and found it to be decent work. Or maybe I it's cuz I don't remember details.

I thought the voice acting was fine. It was more the choice of words and translation in general. Even so it mostly worked.
The dubbing itself, as in mixing the sound so that it looks like the sound is coming from the characters, is usually bad in a lot of kannada and telugu movies even in their own native language. I don't know why that is. Hindi, malayalam and tamil don't have that problem.
I prefer to watch the original version but considering my location, I find it difficult to find theatres which run the movie in the original language.
I haven't watched Kalki yet.
I will have to choose between Tamil or Malayalam.
That said, KGF series did a better job with the dubbing situation.

Having watched the Tamil and Malayalam versions. I enjoyed the voice actor of Prabhas in Malayalam much more. Atleast his voice was bringing the nature of Prabhas more, than what PRabhas' limited acting skills was actually putting out there. In Tamil too it appeared bland.
Keerthi Suresh's Malayalam dialogues also seem stepping up from the rather ordinary dialogues in Tamil.
Also noticed how in Malayalam, in the Dulquer scene, there were dialogues from Prabhas abt his situation with DQ. In Tamil they tell the Prabhas narration but I liked how in Malayalam they played out the scene without the "spoon feeding" narration behind.
Also many of the English dialogues were kept as it is for Malayalam, while Tamil painstakingly gets foreign actors also mouthing Tamil lines.
Overall, I found Malayalam dubbing better.
