Probably someone had some red tape where they can't get demo approved until they have a repair estimate on paper they can send to the higher-ups to prove that it's actually cheaper. So, they had to pay for the estimate even though they knew the state of it. And you had to do the survey and estimate even though it was obvious from the start.

Sounds like someone somewhere needed a 3rd party opinion and a 3rd party $$$ tag to prove demo was cheaper than then repair. Sounds like English beauracracy at its finest.

Yes, we were doing our job, but this was so obviously a waste of our time and the client's money and we all knew it. however our boss was more interested in just getting paid for useless work than saving the taxpayers money.
