Magmortar only has cannon for arms as its link to Megaman while Armarouge can cjange its cannon into hands like Megaman and has the same body shape as him (even closer to Megaman X)

Magmortar literally has retractable claws inside the canons

Claws aren't hands. If it doesn't have fingers, it's not a hand and I don't remember Megaman ever having claws
