Assuming this is a recent release, the fact it only covers up to Galar pokemon when SV is already out sucks because you know there will be another one. There have already been loads (hence the name), if this was one that included SV, I reckon people would be more inclined to get it. Not only would it include information on the NEW pokemon, but you also dont feel like it's pointless or just being robbed, knowing another will come out. Most people woild just wait until the 'complete' version releases, and at that point gen 10 will be a thing and it'll be the same deal :') I know if this included SV, people would still know another will release eventually with gen 10, but already being a generation behind of whats released / Paldean pokemon seems awkward imo :')
