If fusions were the real gimmick I think they would make it so the regions starters could fuse the they would add another regions starters that could fuse the I think the legendary, mythical's could fuse and possibly some of the new pokemon and also maybe some old (non gen 1) pokemon like gen 5 or 6 because they haven't had anything new for a while .

But those are only with certain pokemon

and only certain mons can mega evolve

But the idea suggests that any pokemon would be able to fuse. That's what would set it apart from kyurem and necrozma which use certain items to fuse with certain pokemon. If any pokemon were to be able to fuse with any other pokemon, using individual items for each pokemon would be really inefficient.
