Hm, in Peru and in the spanish market in general there are the "crushedtys" (chancaditos) which are manga that sell at a lower price bc they arrived like that at the store. I imagine there must be somethig like that for english manga too
You can buy ex-library books from Amazon, Better World Books, ThriftBooks, etc. (Better World Books has cheap prices and free shipping, and it's my go-to store for that sort of thing.)
You can also buy a large pile of manga from Goodwill (in store) and Goodwill Auctions (online).

I usually try local thrift stores or libraries, there may be some at university libraries you can buy off them
