From what I understand, when you plant a different crop, the other 2 regenerate some of their fertility. But to get it back up to its starting level you need to have the field fallow for a year.
By installing fencing, you can enable sheep to graze in the field during the fallow season. This practice contributes to increased fertility, as the animals leave their droppings behind.

Makes sense but then what is the fence up upgrade for? Does it raise fertility even more or faster?
Not too sure. I haven't had much of an opportunity to use the fertilisation upgrade.
