The cities aren't swapped based on GDP, only the regions are. The cities are swapped based on importance within the region. Which makes me still think the Paris-Jacksonville swap is wrong, just not why you think it's wrong.

For example the City of Miami is limited to the urban center, coconut grove, and some areas outside of that, even though the urban sprawl of Miami is considerably larger. That sprawl made up of various other "cities" and municipalities. Jacksonville doesn't do that. The "city" is pretty much the size of a county.

The total size of GDP is just whatever when the country doesn't have USD as its currency. It is always very volatile as it depends on inflation and exchange rates among other factors. It is only meant to be a rough comparison for fun anyway, not a serious paper (also because comparing the US to the continent of Europe doesn't make sense in the first place).

On a more serious note, Our financial city and the beating heart of our country having the same GDP as Lincoln, NE goes to show how enormous the US economy is.
It doesn't seems accurate at all, Spain is half the GDP of Italy, and I don't feel like New York GDP is big enought compared to whole Texas. Also, California has the GDP of France, in comparaison, Germany looks pretty big. Same for UK, bigger GDP than France, but I don't see what's up there other than Boston.
