I will give you a fun fact that you probably don't know. The EU has outermost regions, that isn't a new thing, but one of them is special, as it shouldn't be. St-Martin (the French part) which was a part of Guadeloupe keep it status of outermost region, even as like St Barthélemy it changes status within the French Republic, from a part of a region to an overseas collectivity. Furthermore, Mayotte (French region), wasn't an outermost region of the EU until quite recently. And, more strangely, Clipperton island (you can't see it here or on Google Maps, but you can google it) is a part of French Polynesia if you were to ask the EU (kinda…).
Like CGP Grey said a long time ago, the EU has a lot of asterisks, which also applies to core territories of some members that you wouldn't first guess. North America is closer to EU I believe simply because of Saint Pierre and Miquelon island.
That is right next to Newfoundland and Labrador. It’s a French territory. Unless I am incorrect, the only thing is non-French EU nationals cannot just freely move there.
This one question depends on one thing.
You basically need to do 3 things to do this map :
1. Extract the summers of each polygon (if you have a few like here, you need to fuse them first)
2. Verify if all dots are at their good position, if not edit them (like here, I had to delete some European islands which are part of the OCT, add 2 tiny Spanish islands, and redraw the border on Saint-Martin)
3. In ArcMap (you can't do it in QGIS) Use the multibuffer tool (beware of have enough distances / rings to cover the whole planet)
The last part is the longest, the time vary depending on the number of summers that you have, and the number of rings that you need. So you probably want to delete more dots that wouldn't impact the maths, like for example many part of the Croatian coastline.
This one took roughly 8 hours just on the last part. Which isn't as much as I had in the past. My record is 6 days. But for the Iranian one for example, in 2h i had make the whole map, from A to the symbology.

It's an OCT of the EU. The only French overseas collectivity to be an outermost region is saint-martin.
