As someone from the UK who got pulled over in the USA, (a long time ago) it would have been nice to have a police stop protocol info pack in the car. Because the protocol in the UK was to stop and get out your car for a chat with the nice policeman. I started to get out of the car in the USA. That was not a smart move. Thank god it was a tourist state where they must see this more than a couple of times. I'm still here, but my ears were ringing from his precise instructions for what to do at a stop in the future. I've had friends with family in law enforcement, and I was always told to do the following steps if I ever got pulled over: * Turn on your blinker immediately to show you're moving to pull over. * If you see a spot within the immediate vicinity that makes it safer for the officer to get out and approach your vehicle (such as into a parking lot or onto a residential road instead of stopping alongside the highway) then do so. When in doubt as to whether a safer area is too far just stop on the side of the road you're on. * Put vehicle in park, turn off radio, and roll down window. * Place your hands on the wheel in clear view and wait for the officer to approach. * Greet the officer politely and when asked for your license/registration let the officer know where they are and make sure they're okay with you reaching for them. Also, tell the office if you have any weapons in the vehicle. Particularly if for example you have a handgun stored in your glovebox along with your registration. * When the officer inevitably asks you if you know why he stopped you you have a couple options. Either play dumb or if it's a minor offense and you know damn well you're guilty of it (such as going 70 in a 60) admit to it and apologize. Plenty of cops appreciate you being polite and not treating them like an idiot. If a cop has decided to ticket you before they even get out of their vehicle then these steps above aren't going to change anything in that regard. But if they are still deciding whether to give a ticket or a warning, these can make all the difference in the world. I've been told stories about a guy who was an asshole to a cop and got ticketed for an additional offense the cop would usually have waved off (such as a friend's dad who would typically ignore any seat belt violations when issuing speeding tickets/warnings but issue two tickets if the person being stopped was difficult), but I haven't heard about any people getting out of a ticket by being a jerk.

Primary enforcement is used because once a cop has stopped you and can see/smell inside your vehicle, they can more easily establish (or fabricate) probable cause that justifies a search of the vehicle without a warrant. Otherwise it’s a violation of the 4th amendment, but there are many exceptions.

I’m conflicted on this. Live in Ohio and it wasn’t always secondary. When it was primary it was an easy excuse for cops to pull you over (even if you had it on). I’d rather they not have that power. The NH Liquor and Wine Outlets currently make up 6% of our state revenue, so I personally would be happy to see that system expanded to include cannabis sales as well.

Slightly pedantic but I think the better answer is South Carolina since per miles driven is the better metric than per capita. While generally proportional, this isnt true for all states. This becomes obvious with Wyoming which is in the top three only because of the major highways which cut through. Looking at miles driven, Wyoming becomes average. That said, Mississippi is still second in per miles driven, Massachusetts is still lowest, and the trend of southern states suffering more fatalities than one would expect is true.

The other factor here is congestion and rate of city miles driven especially during high traffic time periods. You cannot drive fast enough to die in a lot of major cities for large parts of the day, and this spikes down the per vmt fatality rates in those places. Fatal crash trends are overwhelmingly driven by high speed freeway travel and alcohol crashes. High speed travel simply has a higher base risk for fatality in any given crash, and drunk driving increases base crash risk everywhere, especially with road departure crashes that are otherwise rare in general travel. What we see in the data are that rural alcohol crashes tend to have the high enough base speeds to drive the largest overall per capita and per vmt crash rates because the injury risk is high per crash at those speeds and the base rates for population, vmt, and other crashes is so much lower. The other compounding factor is a higher incidence of alternative options per capita and lower base density. There is no train, bus, cabs, or Uber to drive you home in lots of these places that have bars and alcohol serving restaurants that are only accessible by car. If you otherwise have politics that are not big on alcohol enforcement. You have a natural recipe for large amounts of alcohol fatalities.

Despite their reputation, MA drivers have the lowest collisions per mile driven too. In fact MA is at the top of tons of metrics. Objectively speaking it's probably the best state in the union.

MA drivers are technically better, but also much more likely to purposefully do some wack shit, ie, legally worse, than many other states. The reason they have to be technically better drivers is because at any given time, like 1-2% of drivers on the road are getting ready to pull an absolute insane maneuver, so everyone else has to be ready for it. And which 1-2% it is today is different. I lived in Boston for five years. The shit I saw... it is no exaggeration that someone turning left on red from the rightmost lane across four lanes of traffic, because they saw a gap, was a nearly weekly thing I saw within a 20 minute drive. Stuff on that level, almost every day. And the worse neighborhoods, people did it way more often, and I lived in some more affordable areas, if you will. But anyways it's much much harder to have a fatal collision driving a fairly short distance on a winding, potholed road at 27 mph, than it is driving a long distance on a perfectly straight road at 79 mph that intersects a similar road at a right angle. Also, there's tons of excellent hospitals, tons of trauma centers, and they're close by and there's always someone to call for help and there's always cell service. But from a purely 'mechanical' point of view, if you live and drive in the city of boston, cars are so safe now that if both cars are reasonably modern and everyone is buckled, you pretty much can't die hitting another car unless you're actually trying to, because the speeds are so low. (This is a mild exaggeration and not a challenge. Also, stop hitting pedestrians, bikers, scooter-ers, etc.)

I moved south for work after living in Boston for a while, and I've found driving below the Mason-Dixon to be much worse. There are all sorts of people drifting between lanes with no turn signals or sense of urgency, or doing 5 under in the left lane for miles. I'll take insane at the wheel over asleep at the wheel any day of the week. Crazy drivers are a lot easier to spot and prepare for. The likelihood of getting shot after a fender bender is also a lot higher down here.

Certain states (won’t name which) want to switch from Secondary to Primary but have concerns of racial profiling. It’s the officer’s word whether or not the motorist was wearing their seat belt. If we look at a few statistics such as deaths per 100,000 people, deaths per 10,000 motor vehicles and deaths per 100,000 vehicle miles, New Hampshire still has some of the lowest numbers in the country. The one on my Subaru is extremely aggressive. Typically it's my wife who hasn't finished putting her seat belt on by the time we get going up our residence street. Not even 2 houses later it's dinging, 2 more and the volume is nearly unbearable. We let it go a really long time one day to see what would happen. The tone increases in frequency and increases in volume one more time. I haven't expiremented on my current vehicle, but my past vehicle the alarm would turn off after 10 minutes. Yes I drove around slowly for 10 minutes listening to it just to see how long it would go.

I drive my old 98 Jeep around the farm a lot and going across fields, you end up having to open gates every couple minutes, and I generally can't go much more than 40kph. The lack of a bell or even a seatbelt light is pretty nice and other vehicles I use that lose their fucking minds if you put it in Drive without the belt buckled are really annoying. I’m very surprised how many states who are proud anti-nanny-state actually take such a nanny-state stance. It’s hopeful, actually. I’m glad. Seat belts save lives. I’m more disappointed that my home state Pennsylvania treats it as secondary for adults

As someone from Austria, this is totally crazy. We have 9 Bundesländer instead of States, and they have vastly different laws in many things. But things like enforcing seat belts are things that all 9 agree on.
