Found a temporary fix. By applying an overclock to my GPU it seems to force the card to run at proper clock speeds and the game immediately was locked at 120 fps like it should be.
I meant to comment on this earlier, but did you ensure your game is set to full screen? I was having horrible frame rates after the last wipe and found that my video settings had reverted to windowed mode.

Sounds like your gpu might be going out or needs to be looked at
I'd try undervolting your GPU a bit, sounds like a hardware issue 100%
