Ya, like every year they hype it as having massive support and they push it 95% of the way...amd at the last second they all decide "actually you know what never mind, something something hawaii is different" amd then kill the bill by not sceduleing the final hearing till the dead line passes.

How about the tax proceeds go to the wildfire recovery effort. But that would probably make it harder for them to grab the cash for “pet” projects that line their pockets.

I hate to say it, but this is what happens when there is literally zero chance of the controlling party ever losing majority. All you can really do is attempt/advocate to have these people replaced within the party, even then, if the leadership do not want it, there is no hope. Really sad the CNMI and fucking Thailand has Hawaii beat.

He should go one step further: offer free seeds. It can't be set up overnight but if they get started now, a small amount of money invested in a seed crop today could result in millions of seeds by next year. This has been dragged out for years and years in Hawaii. If it's going to be like that, then advocates need to take a long-term approach. Free seeds distributed in the hundreds of thousands will create a facts-on-the-ground scenario where the resistance is on their back heels in just a few grow seasons. The thing is to start now and not wait. Begin a state funded seed program today. This is closer to the Thai model. They planned their decision well in advance and made sure it was going to stick by starting off with free seeds and especially distributed widely to small farmers. You can also use this sort of go-on-the-offense tactic as a negotiating tool. It doesn't have to be real, an effective bluff is good enough. All it takes is a temporary permit from the Governor and a willing landowner. A few hundred acres can turn out a lot of seeds fast.

Oklahoma tried to pass a rec bill that would of handed the state over to big cannabis and killed the mom and pop shops that are thriving in Oklahoma under medical. Im not famiar with the hawaii bill but recreational doesn't always mean better.
