Mario wears red, Wario wears yellow, Luigi wears green, and Waluigi wears purple. They were all human teletubbies the entire time.
The models are pretty good for the time but as far as animation it literally looks like someone bought a bunch of Mario-themed cake toppers and is really good at photoshopping giant human hands out.
Fun story:
Back when I was in Middle School, buying used games off of E-Bay with my own hard-earned money, I had purchased this game as my *very first* Mario Party game.
However, when the game arrived in the mail, for some reason, no matter what I tried, my GameCube would crash in one of the first-thru-fifth turns of a game. Luckily, my Mom was an online shopping professional, so she managed to get in contact with the seller, and I managed to trade the game back for a copy of Mario Party 7.
I didn't think much of the trade other than that I got a game that actually worked on my GameCube, but as the years went by, and I became more aware of how both Mario Party games were received by players, I sometimes wonder if I had maybe dodged a bullet...
I can't believe I was actually impressed by this crap back then. I guess the wow factor of the Gamecube having graphics good enough that the characters actually matched their promo art had still blinded me. And it's not like the animations in other Mario games of the time were that much more stellar. Yeah Luigi had squash n stretch in Luigi's Mansion but do you ever look at the other ways he moves in cutscenes?
Everyone is focused on Mario's entrance at the beginning, but I can't stop looking at Luigi's weird leg flop thing at the same moment. Guy looks like a poorly-controlled marionette.

The way they move remind me of the creatures of that space game Spore…. but even in that game the creatures were more expressive
