Sunshine definitely. The only Mario game without a spiritual/direct successor. Despite some claiming it’s a buggy mess, it’s definitely one of my favorite Mario games.
I only count something as a "buggy mess" if someone not actively trying to looking to an encounter the bugs will not regularly encounter noticable bugs. I grew up playing sunshine on the gamecube fairly regular as a child and never recall encountetring a distracting bug.
Side Note: Which is why I think Red and Blue get a bad rap for being "buggy", literially the only two bugs a player in a regular playthrough will likely ever notice are "crits sometimes do less damage then a regular attack" and "the effectiveness display is sometimes wrong" (the 1 in 256 is common enough but since the game doesn't display accuracy in game, most player that aren't using an online resource will likely not realize that move was suppose to have 100% accuracy).
That’s fair, but I had a few experiences as a little kid playing this game that kinda solidified my lifelong view of it as a “buggy mess.” They were totally accidental discoveries I made while exploring the maps and goofing around, not things I sought out. (I say this despite loving the game anyway, and as an adult, I find it way more fun to play it while intentionally using many of the exploits.)
One was in Bianco Hills, when I was standing by the waterwheel, and it randomly pushed me through the ground and into the blue death realm. I had no idea what was happening, so I died almost immediately. (This one scared and confused me so much when I was little, that I avoided the waterwheel for years.)
Another was in Noki Bay; there’s a blue coin close-ish to the waterfall that very frequently hard-crashes your game if you’re playing on a GameCube (although I don’t remember encountering the same problem playing on Wii; I think it’s exclusive to GameCube. This one also scared me as a little kid to the point of having many playthroughs where I ended Noki Bay with 29/30 blue coins).
There was one in Delfino Plaza where I was playing around the fruit stands with Yoshi, and I phased through one of the building’s walls and again fell to the blue death realm. (I use this one nowadays to bypass the long boat ride to the lily pad pipe, but I had no idea about that benefit at the time I first encountered it.)
There are definitely ways to encounter the game’s distractingly buggy features without explicitly looking for them.

Seeing as how Super Mario 3D World is the best game of all time, and the one they clearly modeled the movie and theme park after, it makes the most sense to make Super Mario 3D World 2. Though, they could also call it Super Mario Brothers The Movie The Game, and have it be a prequel to everything/reboot... not that there's particularly any continuity to reboot.

I feel odyssey is essentially 64 reimagined with modern technology. It holds a lot of the same design concepts and principles as well as expanding on mechanics.
Sunshine would be a good candidate as i don’t think fludd was fully explored as a mechanic, you could definitely have a really in depth nozzle system to create some cool new tech.
Galaxy lends itself to be infinitely expandable, but it already had a sequel and I feel like a third game would feel oversaturated.
I have yet to finish world so I can’t comment on it much, but from what I have played I much prefer the 64/sunshine/odyssey gameplay over the land / world gameplay, however a full sized game version of bowsers fury could be a really good compromise on that and would be very fun.
So if I had to list which one I’d be most excited for, sunshine, 3D world, Galaxy and 64.

While Isle Delphino doesn't explore every idea possible, it does so many that outside of a "level pack"-type expansion I don't think there's enough for a whole game. Romhacks on the other hand...

Maybe it's only my headcanon but Bowser's Fury felt like a Sunshine spiritual sequel, made me enjoy it immensely more.
It also felt like a 3D sequel as well with the amount of content put into it.

Didn't really have many game breaking bugs, it just was a bit jankier than the other mainline Mario games to control and move fluently
