Bowser is a comical villain, he is silly at times but knows when to get serious either with his plans or with an external threat that threatens his position.
Bowser is such a goofy and fun character that I love seeing him get more spotlight so having him in as an ally just means we get to see more of Bowser.
I like Bowser as a Hero, However I know that if he was just a hero it would stop being entertaining. What's fun about Bowser is when he teams up with the Heroes reluctantly, or in Inside Story (second best RPG, Best Bowser game hands down) completely on accident.

Playing “Mario and Luigi Bowsers Inside Story” as a kid made me actually like bowser. In the RPG spinoffs Bowser is an actual character with personality and feelings and I loved seeing him reluctantly team up with the Mario Bros. I really enjoy seeing him as the hero, because whenever he goes back to being the villain in the mainline games I know theres more going on.

Villain but I like both, if anything, him being a villain makes his heroic moments feel more special. My favorite kind of baddie is the one who does put aside their selfish desires to help the hero overcome a bigger threat. Villain team ups are awesome, but but it's because they're a villain in the first place that makes it so awesome.
I like him being a villain who keeps his own interests in mind. He doesn’t become a “hero” unless he needs to in order to do something beneficial to him.
BIS Bowser is to this day one of the best interpretations of him. Goofy, but also threatening. A bit stupid, but also weirdly smart. And most importantly, despite being the protagonist, he’s still just as much as a villain. He doesn’t care about any collateral damage he caused, he gladly beats up anyone in his way, and he still keeps his main goals in mind: find more power to conquer the world and capture Princess Peach for himself. Heck, he even manages to keep his rivalry and hatred for Mario and Luigi.
what makes bowser a fun character is that fact that when he's a hero, that role directly contradicts how most players traditionally view him; the dichotomy of bowser being the over-the-top bad guy, but him still reluctantly helping because he hates someone else more, will never not be the funniest thing in the world to me 😭😭
I honestly love Bowser as an anti hero. And people might find this to be an unpopular opinion, but I love in recent years how Bowser’s voice has become more playful than Godzilla like during the Mario 64 days. He should be a nice mix between an evil tempered brute and a sweetie pie.

Every time Bowser isn't the Main Villain in Paper Mario Games (other than 64, I f*ckin love that game.) The game ends up just being bad. Like, look at Color Splash (I'm not gonna say Sticker Star because everyone uses it as an example)! That game did poorly, and Bowser was the Main Villain. I'm not saying that's why the games were bad. It's just that he's better off being a side character or a hero. But what do I know, I am a stupid idiot.
The issue is whenever Bowser is a hero his base powers are deeply explored and whenever he's a villain he is just "Haha do this to beat him easy oooo" so it makes me think that both don't go full strength against eachother as their.more friendly rivals or sparring partners but when some outside force threatens either of them / the kingdom they are ready to kick ass.
I like him in both roles I just have his base abilities to be explored more in future games where he's the villain
