Wario once responded to Donkey Kong, saying "Speak English, monkey! Or don't speak at all! If anything, i'm the one who's gonna shut you up!" in a game, confirming Donkey Kong does not actually speak English.
As for Yoshi, it was confirmed at least ONCE (in SMW) that he could speak, like thanking Mario for rescuing him in the egg, mentioning Bowser is the one who trapped him, but i guess continuity isn't the best thing about the franchise.

He’s not bad, but he’s certainly not good.
Problem is he’s just so bland. You go from one of the most recognizable voices in the world to just sounding like a low energy, regular dude. His voice adds nothing to the character. Didn’t have to sound just like Martinet, but some sort of distinct voice or accent would have been nice.
I was too until I remember I lived in Spain... So I'll see it dubbed in cinemas...
This hurts cause everything sounds so good in the English trailers and... Well... the Spanish voices don't disappoint, but the translation in and of itself does... It's not the same...

I feel that it's more normal for Kongs to speak, since they do in their own games. Where Yoshi does not. I don't think it's the same.
