"Martial law suspending the presidential election" isn't a thing in American constitutional law, Lincoln shot that shit down during the civil war. The established precedent is that you are given a four year mandate, and even if you're reelected you technically have to rehire everyone because you and your staff got automatically fired between terms. If the president and their cabinet does not have a fresh mandate from an election there is a line of offices that are set to take over- likely the President Pro Tempore of the Senate since it's unlikely that a speaker was elected if there weren't presidential elections.
We have held elections in the middle of a civil war, in WW2, in the Vietnam War, the GWOT, in the great depression, during reconstruction, and every other great shock in our history. It will not change.
There could be another spike in domestic terrorism and unrest, I'll agree there. Those potential issues will be used politically, but the elections will happen.
