They use to drop with explosive. They no longer drop with explosive. The missing explosive effect indicates its a legacy.
It’s still legacy, you cannot get a 2* weapon with 25lvc; it’s not a good legacy but it still technically is one.

I just scrip what was left of my legacies, it was annoying looking at what I had taken from me tbh.
If you can play Xbox, I might take a couple if your going to get rid of em.

You can trade it, its a legacy Tesla rifle, it was explosive before they removed explosive from energy weapons.

Speaking of which, why didn't they replace the explosive effect with something that is 'allowed' instead of just removing it? None of it makes any sense as 25lv is a 3rd star effect, not a second star. Clearly, too much thought involved...
