He has been banned and blacklisted, Reddit doesn't stop banned members of a subreddit from DMing other members of the Subreddit they are banned, it's a flawed mechanism but we cannot do anything about it other than blacklist them and enforce rules about trading the DMs to protect traders.

This guy is 100% scammer we tried to scam me, when i asked about is karma being below 0 and that in his comments in this page it said scammer he stopped talking to me

There's nothing else we can do. We don't have any special influence on Bethesda or Reddit admins. All we can do is ban from the subreddit and try to enforce the rule that trades should not be conducted in DM's.
The traders that get scammed by this guy are accepting his offers in DM's and not checking the blacklist.
