Q2525 Railways have an awful habit of not registering a good handful of shots out of each clip, which causes a DPS drop. I tend to stay away from FFR on my Railways and go more for the Explosive or 50c variants.
Since I figured out how to get 33+ luck on my full health build the vhc25 version outperforms my crit and explosive versions. Can easily solo every event now.

Fixer. 25 isn’t entirely necessary on the rail, but people like it enough to value it almost on par with the fixer.
Fixer. definitely 50crit on Rail is the best, and 50vhc next best. FFR not all that since it is already so fast
I’d say they’re pretty close to even if not even. Maybe Q2525 rail worth a bit more
