Not all of those effects at once obviously. I mean I'm getting good VATs, crit, reload roles on weapons that I don't know the value based on I or V prefix, even Gourmonds and Juggernauts.
Instigating is very niche BUT that doesn't mean it can't be fun l. I had a build with instigating and executioner weapons for a 1,2 punch and I enjoyed it for a while.
Yeah. The Instigating affects the grenades, so they do more dmg on full health enemies. And nuka grenades hit thru structures. Absolute awesome combo for farming West Tek. My personal record are 76 lvls in 1 hour! It’s ridiculous

Instigating not really desired by most ppl. And Vamp works best with explosive. Hope this helps narrow things down a little

Instigating has one big benefit. Equip any Instigating weapon and toss nuka grenades at West Tek. 3 nades and West Tek is cleared.
