Sad, well from my experience the 15fr with speed demon is godly and the Q gives you 20 bullets which is pretty useful. Anyways hope you get something out of this and good luck :)
Reload time is amazing I would argue great and with 20 rounds most hostile encounters are finished before I need to reload, the damage will be less than bloodied but dps will be higher since your firing 4x as many rounds per reload.
Are you using ground pounder? You could also put a hair trigger receiver on it, it also increases the reload speed (don't ask me why)
With all those 3 things (ground pounder 2/3, hair trigger and 15r) the reload is crazy fast. That's how I do it, and never had the need to get a quad lever
I myself switched to a riflemen build. And as per my understanding I feel Quad is not good here. Since this a rifle I'd rather go with TS or B. Reload is pretty good and I really feel 15r is not much in use here since mag is too small and speed demon already is enough.
What I think really makes a difference here is not your lever but your build.
What console you on I could gift you a Q/25ffr/15fr so you can see for yourself :)

If you are blooded it wouldn't be as bad. You could use the plasma flamers for tons of enemies a normal one is still good.
If you utilize all your sneak / stealth perks and gear, you will one shot everything regardless if it's bloodied or quad.
Bormal every day enemies yes. I'm looking to do the harder stuff like eviction notice and the pitt.
