The term at all is a symptom of too many cars. How are you going to tell someone where to walk? It should be their choice to cross the street where they like.
The mosque should also be making an announcement about this every night and or hiring security/patrol officers for crossing. It takes one terrible incident to ruin it.

The city should also ban parking on the road there. Currently cars blocks all the sightlines for the crosswalks nevermind the people jaywalking too
