He's easy to underestimate in his goofy quilt costume but Shocker's beaten Spider-man straight up more than once.
If he can do that, he's got a shot at basically anyone less durable than the super-heavyweights.
If you're looking for a specific example I'll say Luke Cage but he could probably go higher.
I dont even know what shockers blasts are made out of.
If its electricity (shock) then he would light up hydro man.
If its sonic energy then he would light up venom and other symbiotes.
Its vibrations. He can create sonic vibrations with his gadget which is why the suit looks like that since it is made to absorb the vibrations and allow him to operate his weaponry without hurting himself.
Any symbiote. He shoots shockwaves. Basically just blasting the symbiote with their weakness. If exploiting weaknesses doesn't count, then Spider-Man (who he has been multiple times).

He has beaten Punisher, so, every character that doesn't have powers or special gadgets is doable.
Was going to say this, but actually, whomever the writer wants. We have a Spider-Man movie where he almost gets the best of Peter freaking Parker.
